The program is dependent on a speech-course requirement. Those most in need do not enroll in voluntary programs. In fact, they tend to avoid communication training altogether. Even so, it is not possible, ethical, or desirable to attempt to force individuals to enroll under any circumstances. The option itself is driven by the premise that successful instruction is based on a voluntary therapeutic alliance between instructors and students.

Those who taught in the program attempted to avoid pejorative labels as they concentrated on developing an effective pedagogy for modification of oral performance. The program was originally designed for people who were apprehensive about communication. Because it focused almost exclusively on inept behaviors, however, it grew into a program Page 3 that accommodated to the needs of a wide variety of people. Since the focus was on specific inept behaviors, labels became relatively unimportant. The neutral term reticence was selected because it did not carry pejorative connotations.

But everyone has a few social situations to which they cannot adjust. One way to distinguish inept from skilled communicators is in the number and variety of situations they cannot manage. Social interaction means a surrender of privacy. Shy people, for example, report they are sensitive to messages from their own bodies. They describe physical sensations that accompany their attempts at socialization. They also report that they are aware of fears of embarrassment and the possibility of disapproval.
